Wait, are you referring to Master Xehanort and Ansem the Seeker of Darkness (KH1 villian)?
The two wearing similar outfits, shows a connection must exist between the two people.

Its never been said why, all we know is the obvious connection already shown.
Well we can assume one of the following:
A.) They must share an interesting connection (most likely)
B.) Nomura likes to recycle... (I doubt it.)
C.) Nomura is trying to deceive us into thinking that they share more of a connection than they really do. (possible but not really likely)
D.) They shoped at the very same clothing store.
The answer is clearly that they have some sort of connection to eachother.

Like Terra118 said, the connection between Ansem and Xehanort is unknown. Birth by Sleep is supposed to answer this question.

However, I personally believe that Master Xehanort's clothing and any clothing even a little similar to it does hint some sort of connection. (perhaps the clothing is the result of some subconscious influence from hearts that only retain the darkest of memories... these memories relating to Master Xehanort)
