Bulky Vendors

What's the first point in the game where you can actually get a Bulky Vendor? I'm having trouble working this out, since most guides seem to be written for the post-game. Unfortunately, that's where I am, so I can't answer my own question at the moment. Do they first appear the first time you reach a valid Bulky Vendor room, ie the Land of the Dragons? During the second loop? Maybe something weird, like the first time you reach Agrabah or something?

Usually, I see them for the first time on the second visit to Beast's Castle. I'm usually able to get items for them in the vanilla version of II. The Final Mix version...not so much.

There's actually a way to manipulate the bulky vendor spawns to keep appearing if you aren't getting lucky with them.
