k, so i fought and beaten Hayner up so many times and im at lv 80 and that fat man still says i cant fight seifer and i cant fight setzer for some reasons unknown to me. help?

after beating him 10 times you should get to setzer, then beat setzer 10 times and then you will face seifer

Yes, it's been repeated over and over. Beat Hayner 10 times and the option for Setzer will appear. Then beat Setzer 10 times and there you go, Seifer.
