Anytime after the cutscene where Sora and Roxas fight. The first time you get it is random like anti-form, but after you get it once randomly you can use it whenever you want

you have to play a lot with master form and then you will get final form it hapend to me in japan version and USA version

Just get a lot of dark resistance (in accessories and armor) and go into forms randomly
