I know that it comes very rarely but is it kind of like the antiform where you have to have low life when you change into any drive form. So how do you get it?

You gain the ability to acquire it right after the event where Sora fights the man in the black coat in front of the tower in TWTNW. After that you drive into it randomly when you use any other drive form. When you get it the first time, you can then select it as a normal form from the drive menu.
i am not saying that the theory of getting hit by a heartless while driving and going anti is true but...i was at level 70 and i couldnt get final, then i thought maybey if i got hit by a nobody while i drived and i tried it and bang! final form.
I got it after I beat TWTNW and went to Trons world to finsih it. I was facing the MCP when I drived into Valour but instead it went to final.

after the cutscene with the unknown at memory skyscraper, you can obtain final form lemme find the interview with nojiima that has the exact statistics on final and anti form

i know an easy way that actually works!
i heard it off a member here.
just go to the underworld and enter the cerebus cup and as it starts drive into master form
if it doesn't become final, press start and press retry
just keep on doing that until it goes final
it happened to me like in 4 tries
and i figured out it only happens during combat situations though
and you're automatically have a higher chance of making final if you are fighting against nobodies though
