i cant get a picture on my profile. why?

First, make sure the picture is within the regulations. Do you mean a profile background, signature, or avatar?

The albums system is a bit screwy right now and we're scrambling around trying to set up everything else. D: Eventually they'll work again. You can still upload an avatar, though.
