He's not a full Nobody he has part of a heart same a Namine.

So Sora is walking with half a heart how did that happen? And since when could you spilt a heart?

That's why they fuse with Sora to become a full nobody.

To the second one, Roxas was pretty clueless when he was first born, so it would be easy for Xemnas to convince him to join the Organization. No memory, everything's blank.

Perhaps because he felt empty, and he didn't want to feel empty so he thought
joining the Organization was the best path to take. Plus Roxas was alone.

As for the Organization letting him join, either they were unaware of Roxas'
heart or thought they could conceal that fact from Roxas to manipulate him
since he was a very important tool they could use to collect hearts.

[Still working on it, so it's flawed] It's the Terra = Xehanort thing, but Terra and MX fused, this caused Xehanort having two hearts.(not two body and soul, those would fuse into one, or that would be plain weird and confusing) I know you oppose the Roxas having a heart theory but Roxas and Xemnas could be on the same boat. Ven "stuck" inside Sora and Terra and Mx fusing.

Ven fusing with Sora would also cause Sora to have two hearts. Instead of that producing a Heartless when Sora stabbed himself, it passed down to the body and soul - Roxas, causing him to having a heart and feelings. For Xemnas, it's the same thing. Xehanort sacrificed his body, his heart producing a Heartless, while the other heart gets passed down to the body and soul - Xemnas.

Fairly good theory... I think Nomura may have confirmed that Xemnas doesn't have a heart,
but I could be wrong. I'll go look it up later.

Nomura said that Xemnas might be a special nobody too, so I can see how this
theory might work, even though I've never been a fan of those MX fusion theories.

EDIT: There's a part about Xehanort's Heartless and Nobody in Another Report.
It doesn't necessarily say that Xemnas doesn't have a heart so your theory could
still be possible:

In essence, the two are the same. However, they function under seperate minds. Xehanort most certainly got rid of his heart, and at that time it’s assumed that a Nobody was born. The means of obtaining their goal is different due to the nature of Heartless and Nobodies. However, I think that for both of them the desire “to become a complete existence” is the same.
