Papa Palpatine's return is still unexplained as far as I know.
He just quotes the Episode 3 line and that's it.

Hell, Palpatine isn't even hinted at in the other two movies. He just shows up acting like he's been built up for four movies when in actuality they were desperately trying to appease the people who hated TLJ.
