If that was true, there wouldn't be Ansem/ Xehanort's Heartless in KH1 and Xemnas in KH2 would there? Xemnas is the Nobody.

Nobodies are said to not appear in BBS, so Master Xehanort would probably not be a Nobody.

Plus, I don't think anything indicates that Master Xehanort is a Nobody.

MX? No, I don't think he's a nobody. If anything, he'd be a heartless, but those didn't exist during BBS, so he can't be either of those things.
