It's because it's just a lingering sentiment/absent silhouette/unversed of Vanitas. not the real thing, it's just what little is left of him.
The orb that activates the fight is the same as the absent silloute battles from Kh2FM+ just if anyone was wondering
she received that keyblade in the last episode after she put Ven in Castle oblivion *aka the land of departure after transformation*.
I think it ruins he whole pont of being able to choose your character if only Aqua gets the special battles and game modes.

Yes Vanitas (or rather, some sort of leftover of him) is the real secret boss. He looks a bit different as wel (white instead of red and Unversed symbol on helmet)
Once you beat Terranort you unlock the "REAL" secret battle: Vanitis's Silloute form thats basically it
