I think Mysterious Figure is connected to a new villain that isn't Xehanort. Why would Xehanort have all those powers, unless he somehow gained them from the Org. XIII members? How would he do that? And that still wouldn't explain certain abilities, like the fire columns Eraqus does or the whip-attack.
My guess is that it's either Ienzo from the future, someone related to him, or someone with the same copying powers he has. As for how he gets time travel as one of his abilities...
There could possibly be a new villain that has the ability to travel through time, and uses some form of a weapon that acts as a type of whip, or something with a long rope or chain. (No, I am not suggesting Selphie of all people is the villain... ) He could have fought against this villain before, and copied some of their powers to escape.
My theory as to why he was fighting Aqua / Terra / Ven in the first place could be that he was looking for someone to aid him in fighting this new villain, but wanted to test them first against the powers of Org. XIII members along with part of the new villain's powers. The reason he didn't take them with was because he wanted to give them more time to prepare, or something.
But then since all three of them are basically out of commission until rescued, he'd have to find a NEW Keybearer to help against the new villain.
I have a fanfic that's going to have Mysterious Figure making appearances, so I'm trying to figure out if this would be plausible for a plot point.
