because the keyblade can take the form of it's user and it only looks weak because sora is weilding it but if sephiroth weilded it, then it would be the coolest looking blade of all time!

It's like Anti Form. Once you have fully entered TWTNW you will have a counter. The more you Drive, the higher chance you have of getting it. Master Form increases the chance I believe. It doesn't matter what world you are in either.
I think you can also get it if you drive a lot in a room where you fight an org. member in TWTNW that is how my friend got it.
Yeah Boss Battles always increase the rate of anything. Like Anti-Form. There is a higher chance of you getting it in a boss battle, I think its like 20% more.

My friend was fighting Saix and was going to go into wisdom form and instead he went into final form.
ow man i thought final form was selectable like Valor,Wisdom and Master
