It was just ace???... I think it was chase... but if you say its ace the o well i dont care... but his fruit and keyblades fruit seem to be very similar... Either way i think they both are awesome!!!
Accepted, I suppose. Actually I just read the Devil Fruit, all Devil Fruit users are literally anchors in submerged water. So, when you put this is the only fruit that helps with swimming, that is breaking that rule. Instead put 'While this fruit doesn't allow the Mesmar to swim, he can glide on water by controlling the water underneath his feet'
It was Ace. The only reason I accepted the template was because it involved two abilities, but now that I think about two seems a bit much. I would like you, Keyblader, to take off the fire portion of the DF powers. Light is fine, considering there is already a light fruit out there but not the same concept as yours.
We have only one full Pirate crew, everyone else is a Captain. So basically one full pirate crew, and like 5 Captains. That isn't enough to start it, we also only have one Admiral. I want at least 3 full pirate crews, so maybe you Captains could sallow your pride and join a Pirate crew to accelerate this process, and I still need two admirals.

Guys concerning the whole, Devil Fruit thing remember you don't have to have a Devil Fruit to be extremely powerful. Roronoa Zoro was the second most powerful Straw Hat pirate and he got it using sheer strength and will power. And just to prove that, I'm making another template, yep a Pirate one.
And concerning crews, I know all of you want to be Captains and whatnot but if everyone is a Captain then we will get nowhere. Swallow your pride and join a crew rather than be a Captain.

Personality – (Self-explanatory) Respected more for her position then what she actually does, Shiva is, well... Somewhat awkward. She'll pry into affairs she's least wanted in and not even realize she's meddling. A bit of a book-worm, even her facts can get muddled up mid-thought. When she's not busy keeping affairs running smoothly on deck, she's off in the charts, memorizing each detail. Shiva can be sweet to the point of suspicion, but she never means any harm.
Appearance- (Self-explanatory) She's rather short compared to most admirals but still stands tall over standard women. Roughly, 6' 2" in height and slim in width. Her hair is a bright orange, flecked with blacks almost like scales. She has soft eyes the color of pine-forest and wears black rimmed glasses that accentuates her hair color. In the spirit of the sea, she always has a wave theme going through her clothing, mixed with the sky. On a bright day, yellows of the sun and the greens of the tide. Rainy, deep blues and violets. Unlike most women of the time, she despises the frillyness of dresses and skirts. Instead, she can be found wearing a smooth jacket, fur lining along the top, and some bright color of jeans.
Thanks to the effects of the Gon Gon fruit she ate, she now has a pair of black leathery wings that she hides underneath her coat. Whenever someone finds out about them, she gets VERY self-conscious.

This, of course, means that she is able to obtain flight and some sort of breath weapon. A heated gas emits from her jaws, sometimes on accident while she's just talking. The drawbacks here is that one; she's a large reptile with clumsy tendancies from it's human roots. Two; even though Shiva's dragon form is small compared to folklore belief, small spaces are still rough for her. And Three; just DRINKING water can cause her deep harm.
History – (How did you become an Admiral?) Shiva was for the longest time one of few people in her town that could fully read and understand the maps and old texts they had stored. When she turned 16, she was put in charge of the local Library and keeping all of the important documents in good shape. Even then, she was as clumsy as an ox. One day, carrying some newly obtained scrolls from a friendly sea-goer, Shiva crossed an odd tree sitting near the harbor. It had but one fruit, speckled with what looked like black freckles and a beautiful reddish-orange color. Thinking that it would be the most excellent item for study, she took it with her to the library.
After going through every single shelf, book, and scroll, Shiva had given up trying to figure out what the thing was and had even forgotten what she was doing. Absent-mindedly, she had taken a bite out of the fruit to quench a hunger that had been growing in her stomach. Realizing what she had done, almost gagged. But it was too late. Wings, tail, and all, she had turned into a devil serpent. Not meaning to, in her search for help she had managed to terrify half the town.
Some of the locals reported her to the Navy, but contrary to what they were expecting, the armadda accepted Shiva with open arms. In fact, they got her to work for them straight away.
Ever since then, Shiva's been Loyal to the Sea and the Naval crews. Sure, she has her own ship and crew, but more often then not she's off working with other captains in other places.
