I haven't played in a while, and I forgot why it was bad if organization 13 completed kingdom hearts. i thought it was easier to ask then play the whole game again.

What was bad wasn't the fact that they were trying to creat a Kingdom Hearts, it was the way they were doing it. They put the stability of the worlds in danger and caused a lot of people to become either heartless or nobodies.

25? I'm pretty sure that they attacked much more worlds then just the ones that Sora went to.
In a point of view, Organization XIII's goal were to become "whole" again, as in getting a heart by killing Heartless with Nobodies and with Sora's keyblade. After some time, they started to use lethal methods such as Xaldin filling Beast with babble enraging him so that he would become a Heartless and a Nobody, the same goes for another member of the Organization that wanted Jafar's Heartless and Nobody. Afterwards, Luxord messed with Jack Sparrow's world, Port Royal, by returning the curse of the medallions and using a "reaper" Heartless.
In summary, when the Organization started using methods that affected Sora's friends, Sora began to get rid of the Organization.
You can't really say it was bad. Either way, why Kingdom Hearts was wrecked was cause the spiteful AtW wanted revenge, so, go figure.

He meant as in the rule limit to post on forums, you have to have 25 characters in your post. Which is why he (like many people) inserted the "25 Character" thing in his post to make it longer. But anyway, that's irrelevant.
Anyway, I'm pretty sure the question has been answered. Org was turning people into Heartless and use those hearts to make a artificial KH so they could have Hearts. That was bad. Mansex wanted to become a King of the Universe from using kingdom Hearts, which was also bad. So, yeah.

they were bad becuase they were trying to create heartless for sora to defeat so xemnas could rebuild his worldl one heart at a time.

Xemnas didn't want to rebuild a world. Xemnas wanted control over all worlds (most likely) and was power hungry. But the res of the Org. were doing it so they could have Hearts, not for Xemnas to become all powerful and what-not.
So Xemnas was basically screwing them over?
he promised them something that he, to some extent, was able to give them up until they were all killed and KH was obliterated by AtW. he pretty much wanted to help in exchange for their help.
Ok, so what happens as if he rules the universe? They become his slaves? Not a very fair trade, especially since they all die with nada in the end.
it was Xemnas' "No Heart Left Behind" act XD And I don't think Xemnas ever really wanted a heart back. I mean, for him, there is no point in becoming whole once more and in my opinion he just wanted to prove (to AtW) that he understood the heart - by taking over the ultimate heart: Kingdom Hearts (well, y'know, even if it was artificial).
In short, yeah, he was screwing the whole Organization over.
I believe he would give some power to the first six members of the Organization (counting Xemnas himself, Xigbar, Xaldin, Vexen, Lexeaus and Zexion) and later assign the other seven a world for their own to rule, something like keeping watch of them at the same time doing whatever the hell they liked.
Pretty much, he wanted AtW to look stupid, since he was surpassed by not one, but all of his apprentices and the finishing touches were to get the heart of all living beings and rule the universe.

The whole topic of Org. XIII is getting a little tired. Anyways, aside from my off topic remark, it is bad because many innocent lives are being taken for the sake of their completeness which, if I remember learning in grade school, was bad.
That's basically it, Not to mention they kidnapped kairi which made sora hate em even more and yes, the fact that Xemnas wanted to "create a whole new world one heart at a time"
