Did Organization XIII really have hearts and that Xemnas just told them they didn't? I'm still stumbled on this.

Xemnas says "a number of us", not "all of us".Xemnas in DDD said:Indeed. A heart is never lost for good. There may have been variances in our dispositions, but a number of us unquestionably showed signs of a burgeoning replacement. Once born, the heart can also be nurtured.
Here, he says that several Org members had no chance to attain their goal, which would be gaining a heart. He does not say that they had never a chance to attain "our" goal (our in this case meaning the goal of Xehanort, Xemnas and Xigbar, which would be Xehanortification), but their goal. Meaning those Org members failed on both counts: becoming Xehanort clones and on their own goal to gain a heart.Xemnas in DDD said:However ─ through weakness of body... weakness of will... or weakness of trust─ most of the original members we had chosen for the Organization were inadequate. Thus, naturally, they never had a chance to attain their goal.
