Easy:
(I had a detailed fix drawn out, but my connection is fritzy.)

Basically, go into your UnrealTournament folders..
(C:\UnrealTournament, unless installed else where.)

Go into the UT\System\ folder, and look for 'Unrealtournament.ini' file.

There should be a line of code that reads:
LocalMap= <---That's the problem.
UT freaks when it doesn't load a map at the beginning of the game.
Just change it to this:
LocalMap=CityIntro.unr

Then go into the UT\Maps\ folder and make sure you have the 'CityIntro.unr' map.
Otherwise, you will still get errors!!!
It can't load a map that doesn't exist, right?

That should take care of the problem for you. I think there is a way to skip loading the map, but cannot remember right now.. and feel like being lazy. xD
Besides, that should work for you.

Can u tell me if the Unrealtournament.ini is true? because ive looked and all there are under UnrealtTournament and the extensions are .est .frt .int and .itt so is it .itt or .int ?

EDIT: under the .int file it has the following words:

[General]
Start=Unreal Tournament (Starting)
Exit=Unreal Tournament (Exiting)
Run=Unreal Tournament (Running)
Product=Unreal Tournament

Under the .itt file it has:

[General]
Start=Unreal Tournament (Avvio)
Exit=Unreal Tournament (Uscita)
Run=Unreal Tournament (Esecuzione)

I may have downloads the GOTY version by mistake as, when TM posted the link there was no "UT99" program extension screaming @ me to dwnload it

That is the GOTY edition he gave, trust me. Anf BTW, you'll find EVERY game has a config file (i.e. a .ini file), try "Search" on the Start menu and look for .ini files. If there isn't a UT file, something's definitely wrong with that download link.
