Well, Lee's been talking nonstop about beating him, right? Who do YOU think would win: Lee with his Hidden Lotust and taijutsu, or Neji with his Byakugan and ninjutsu? Since Lee doesn't use ninjutsu, Neji's Byakugan wouldn't be of much use. And Lee's speed makes it difficult for Neji to keep up. So, in my opinion, Lee could beat Neji as he is before he loses to Gaara.

First you knowledge of Neji's Byakugan is pathetic. The Byakugan can see Lee moving no matter how fast he is. The Byakugan can see Lee wherever he goes and that means Neji can even see Lee if Lee was behind him. Also Lee has even said that Neji has defeated him every time they have fought. Neji is a taijutsu master and he doesn't use ninjutsu from what I know. Lee's speed is nothing for Neji because of the Byakugan. He can keep up with Lee. Lee can't beat Neji with just the Hidden Lotus and his taijutsu. Neji would dominate Lee if Lee doesn't use the Eight Inner Gates. Now if Lee was to enact the Eight Inner Gates then Lee would win. Lee just can't beat Neji without the Eight Inner Gates.
Rock Lee would defeat Neji in a one on one battle.
Okay, so I didn't know everything about Byakugan. Sue me. I just knew it could see the Chakra Network. I thought it was the Sharingan that could see you wherever you are.

Rock Lee 5 Gates > Neji's existance.
Rock Lee's speed would increase to the point where not even Neji can see it coming. And if he somehow did, he wouldn't be quick enough to react to it. And if you're talking about absolute defense..Neji can't even touch Lee. And at the speed he;s going, it's most likely he can break through the Divine Spin. And the Divine Spin uses much chakra, so even if he managed to stave him off, he'd have to rest for like w few seconds to do it again.
However, Rock Lee won't let such things happen.
If Rock Lee was that fast before timeskip..imagine him after. I bet his without weights speed is even faster than before. It might even be possible that Lee won't even need to use the Gates after timeskip.

Neji's Byakugan Mastery > Rock Lee's 5 gates
Don't you think Neji would have trained to become faster, and trained to become a beter ninja during the timeskip. After timeskip Neji has more then likely increased in skill. Rock Lee would most likely have to take off the weights and use the gates in a fight against Neji after the timeskip just like he would have had to before the timeskip.
Neji has a move where he can stop the gates from opening and close them if they are opened. Neji knows about Rock Lee's gates and can keep up with Rock Lee's movements. Neji would basically just stop the gates from ever being opened which would cause Rock Lee to lose the technique he needed to defeat Neji. All Neji would do then is close of the rest of Rock Lee's main chakra holes, disabling him, and then pummel Rock Lee with attacks. Neji would not give Rock Lee a chance to take off those weights and use the gates since he knows how deadly it'll make Rock Lee.
I don't know Neji's Byakugan can track Lee's speed, but I dout it can keep up with the hidden lotust, not to mention his rotation. And the lotust puts strain on the body. But then there is Lee's drunken style, so that is a very powerful tecnique. So I think Lee would win.
Lee would win, because he would have to use the gates. Plus they were a move he was, "Saving for you, Neji." The spin would be a problem.
It wolud be a close fight though.
I'm going to agree with FL on this, especially regarding Divine Spin...although Byukagan may be able to keep up with Lee, it doesn't mean that he is able to react quick enough in order to counter Lee's attacks...
It couldn't keep up with kyuubi naruto, so theres now way it could keep up hidden lotus.
It'd really depend. Rock Lee's speed is godlike once the gates are opened, but Neji can also become untouchable by using the divine barrier or what not.
However he almost got hit by Naruto during the tournament due to the fact his shadow clones almost tricked him but the fact was his reflexes were faster then his attack thus he was able to block it.
The only way to block Lee's speed is to constantly be blocking it. However I don't even know if that would possible seeing as I don't know the kind of chakra strain that would be upon his body.
Personal opinion though: Regardless of Neji's abilities unless his reflexes were godlike. He'd be down the second the gates were opened.

But I bet Rock will will probably know this as well, and find some way to remove the weights in battle. Or, he could remove them before battle. And once Neji gets caught up in an Ura Renge, I don't think he would be able to do anything for that matter. It'll only take a split second to get for Rock Lee to initiate once he reaches the Wound Gate. And since his Divine Spin uses chakra as a sort of barrier, think of whats seeping out of Lee when the Gates is open. The chakra around him would negate Neji's chakra field, and break through...and then Ura Renge.
Once its Ura Renge, the battle is over.

Lee. Neji does have that spin for defense. But gaara had sand and lee made it through. Well Neji could puncture lee's chakra ponits but I still think lee would win.
