But they could each summon dusk and creepers if they wanted. They most simple form of nobodies.
My guess was that they could transform nobodies take shape into what they wanted. That's why Axel commented that he didn't want to be turned into a dusk.

Sora can't summon the samurai nobodies, only Roxas can because Roxas was his nobody. Hope that helps but yeah, it's stated that a nobody can control weaker nobodies.
