Jk, no really it was him, Ansem even utters that Xemnas did during the events of TWtNW (though it can be interpreted differently). It's also said in the Secret Ansem Reports.

What i'd like to know is how you came to the answer to Ven's Identity.

I want to answer but, Audo will probably prove me wrong. I think it was after the Room of Sleep was built.

It was after his banishment, or should I say that the room was visited after his banishment.
Actually I could be wrong about the former statement as well.

Eh. It all started sometime ago with a conversation with Bittermeats about the Old Mansion.

Before. The first thing Xemnas did after banishing Ansem was release the seal on the Lab and build the RoS in the depths of it.

Okay, Thank ye Audo. One last question, were the Ansem Reports done by the time ATW found them? Because number 13 seems like it was added on to after ATW supposedly found them.

Ansem the Wise only found Xehanort's Reports 1-9. After which Ansem was banished. The rest of the reports are supposedly written after that happened, or, Ansem just never found some of them before being banished.

Ansem said that he found 1-8 and that he only wrote Ansem Report 0.

Upon his advice, I decided to review the data obtained at my basement lab. That is when I discovered the “Ansem Reports.” Though they bore my name, the only one I had written was #0. Apparently he had gone to pen numbers 1 through 8 himself. Yes – the first subject of my foolish experiments.

In Japan, the original reports started at 0 and went to 12. So, when he said he wrote Ansem Report 0, he means he wrote Ansem Report 1. Likewise, that means Xehanort wrote reports 2-9. Which means, before being banished, Ansem found Reports 1-9
