You probably don't have Setzer. To add him to the journal, you have to fight him as Sora. To qualify to fight him, beat Hayner 10 times, and then Setzer can be selected from the Battle Board.

you need Setzer..yeah it took me awhile to find out too...

Go to Central Station...and Sezter will be looking at the sky...

then do the struggle

beat Hayner ten times

then fight Setzer...then he shld be in your characters
