not a level just get to the cutscene where you fight ROxas and then it comes randomly... there are also a lot of threads that talk about this check for a thread first next time.. ^^ just letting you know

Its a random thing like Anti-Form. After Memory Skyscaper at TWTNW, you can use Drive Form to get it. Again it appears randomly so it might take awhile to get it. Also every form can get you Final. Question Answered.Closed.
