Why didn't Xehanort's Heartless and Xemnas combine?

Why didn't Xehanort's Heartless and Xemnas combine. They were both in existance simultaneously and they were both in Hollow Bastion at the same time. They could have just combined and made a complete being since for one that would have made their goals that much easier to be accomplished since, Xemnas wanted to be whole. Xehanort's Heartless needed a body to inhabit thus, him possesing Riku. They could have easily just came together like Roxas and Sora and Nimine and Kairi did. Especially since they both wanted Kingdom Hearts and they both obtained Kingdom Hearts but, in different way so they basically had the same goals just acted upon in different ways.

We don't know if such a thing is possible.

We do know, however, that once the Heartless is destroyed, and then the nobody afterwards, they merge together and create a complete being again.

They weren't in Hollow Bastion at the same time.
Xemnas doesn't show up there in KH:FM until after Xehanort's Heartless had disappeared. (not to mention he doesn't become fight able until after you actually kill Xehanort's Heartless)

That's probably easier said than done. Most likely, the two had very limited to no knowledge of the other, so them coming together and uniting would have been a little hard, to say the least. Xehanort's Heartless most likely didn't know that a Nobody was created as well and was trying to hard to take over Riku's body to really notice and Xemnas was trying too hard to create Kingdom Hearts in order for him to become whole again... or whatever his plan was again.

We do know it's possible like i said Roxas walked up to Sora and they were one whole being again. Also Namine did the same thing with Kairi so it is possible. Apparently Xemnas did know about it since he was trying to keep Roxas from meeting Sora as you can see by Axel telling him that he was not allowed to talk about Castle Oblivion and Roxas was the only organization who didn't know about Sora.

Xehanort's Heartless was the first one to discuss the possibility of Nobodies.
So, he probably knew there was a chance he had a Nobody of his own.

And, um, the possession of Riku, and the creation of the fake KH didn't happen until nine years after Xehanort's Heartless and Xemnas were created. They would have had ample time before those two factors became anything of a concern.

Axel didn't tell Roxas anything because he was being selfish and didn't want Roxas to disappear. Didn't really have anything to do with Xemnas.

Why didn't they tell Roxas about Sora then. Since all orginization members knew about him why should Roxas Sora's nodoby be the only organization member to be excluded. Apparently Xemnas didn't wan't them to combine because instead of having only sora running around and killing heartless for them they also had roxas and eventually xion. It seems that Xemnas was the one being selfish because he had three keyblade weilders running around destroying heartless and giving him hearts for his artificial Kingdom Hearts.

Because, it was more beneficial to keep him out of the dark. But Axel was never ordered to not tell Roxas.

A heartless and a nobody combining has never been done in the series. It wouldnt be the same as Roxas and Sora becoming "one" because Sora was not a heartles created from himself, he was just a slightly empty version of himself. If Xehanort had lived after creating a heartless and nobody, Xemnas couldve joined with Xehanort, but not his heartless (Ansem from KH).

Xehanort's heartless would need a heart, which he got rid of when he first became a heartless therefore something was missing to become whole.
To be honest, i'm not sure if both xemnas and xehanort's heartless were born in the same place since nobodies are born in twilight town and heartless are born on the spot, at least that the way it was shown in the games and they are not concerned about controlling each other since they both are strong willed and recongnized that they were stronger entities seperate thus a bigger threat.

Edit: xemnas wants a better heart rather his old one, Kingdom hearts will do just fine

Pureblood Heartless are the natural Heartless, born when people's heart are normally consumed by darkness.

Emblem Heartless, on the other hand, are created from machines that reproduce the process of a heart being consumed by darkness.

They both contain hearts.

All Heartless have hearts.
Pureblood are when the darkness in the heart turns the heart into a Heartless itself.
An Emblem is a Heartless that contains a captive heart within it.

yes, but purebloods are proof of a destroyed heart consumed by darkness, its the reason why heartless like shadow, darkball, and all the other heartless with heart-shaped holes in their chest (stomach) don't release a captive heart, they dissapear into black mist unlike the local variety.

While an Emblem CONTAINS a heart.

Both are products of hearts.
