Why didn't Xehanort's Heartless and Xemnas combine?

Why didn't Xehanort's Heartless and Xemnas combine. They were both in existance simultaneously and they were both in Hollow Bastion at the same time. They could have just combined and made a complete being since for one that would have made their goals that much easier to be accomplished since, Xemnas wanted to be whole. Xehanort's Heartless needed a body to inhabit thus, him possesing Riku. They could have easily just came together like Roxas and Sora and Nimine and Kairi did. Especially since they both wanted Kingdom Hearts and they both obtained Kingdom Hearts but, in different way so they basically had the same goals just acted upon in different ways.

What game were you playing. Xehanort's Heartless was a heart. Heartless doesn't mean it in the literall sense as in no hearts but, that they're behavior was without any remorse or self-control. They do have hearts. To make a complete being you need a Heart= Xehanort's Heartless and a body and soul= Xemnas which both have so yes they can make a complete being.

To be complete or to "combine" you have to be WHOLE. When Sora or Kairi they weren't heartless were they? no. Xehanort wasn't "whole" so no besides Xemnas was too busy with other stuff anyway such as Castle Oblivion, Xion, etc.

Did you read what you said if you already complete then how could you become whole, if your already complete then your already whole. Sora was a heartless so your wrong again and, sora was only a heart Roxas was his body and soul. Kairi can't be a heartless she is a princess of heart. to become whole you need the two pieces that fit together and complete one another, which Xehanort's Heartless and Xemnas were two halfs of one whole person.

kingdom hearts does have fusion though, drive forms
its not fusion bt simply the character sacrificing their energy for sora. fusion is when they're combined. consciouses abilities are all involved when fusion happens. and as you know sora is the only one concious miind when he's in a drive form.

Not really, no. Donald, Goofy and whomever else is in your party disappearing is purely game-play mechanics to keep the game from being even cheaper than it is, and to enable them to completely side-step the plot issue bordering a plot hole which is Anti Form.
Look at when Sora initially Drives into Valor Form, when he just received the clothes - Goofy was still there, and was awing with Donald at Sora Duel Wielding.
Get into a Drive Form during any battle that is immediately followed by a cutscene - all party Members will be present, yet Sora would still be in his Drive Form.

They don't even do that; your party members disappearing is just gameplay mechanics.

Even now as we approach the release of KH3, this question still remains for me. Especially with the introduction of time travel into the series. It would have been easier for Xehanort’s Heartless and Xemnas to recombine during the events of KH1 when they were in possession of the 7 Princesses of Heart (aside from Kairi’s Heart) and the Organizations 13 Seekers of Darkness. They would have easily overpowered Sora, and could then confiscate Kairi and Ventus’ hearts, providing them with all the necessary prices. Instead, Xehanort’s Heartless time travels to bring all of these necessary prices together in the future, where the chances for success are less guaranteed. It’s possible KH3, could reveal some hidden circumstance that would then imply the necessity for the events to transpire specifically as they have, but until that happens I’m a little inclined to see this as a massive oversight on Xehanort’s part and a testament that he isn’t as wise as he thinks he is.

they didn't want to and avoided each other.

They might be in disagreement over how to proceed. It would be funny if all the Xehanorts start disagreeing over what to do.

My solution to each Xehanort is the following:

1.) Master Xehanort: it's pretty mute after DDD the fact that he needed a younger body, so just have him be a floating heart.

2.) Ansem SoD: grab Terra's heart, extract some darkness, insert part of Xehanort's heart, and presto! You've got Ansem SoD.

3.) Xemnas: separate Terra's heart from his body, and leave Terra as a floating heart.

4.) Replace Young Xehanort with Apprentice Xehanort, which is basically Terranort.

The other nine members can be easily filled.
