It's the Oscars so I thought it was appropriate that we see and laugh to some of the worst voice acting in video game history!

It's good to bring up that all the examples you brought up were from Japanese developers.

Most of the time, and don't quote me on this, I'm sure there are exceptions due to budget or what have you, the casting director, voice acting directer, etc., is usually Japanese--or at the very least, English is not their first language. They don't know what to actually put emphasis on, due to the language barrier.

So, they go with the take that sounds coolest/dramatic to them, as a Japanese person, hearing English being spoken. This is why JoJo, for example, has random English thrown in. Because it just sounds cool. So they go for the most dramatic sounding to them, not a natural speaker.

Again, there are plenty of times with exceptions to this, but Resident Evil and Silent Hill are significant in this generalization I believe. There are plenty of games that just didn't get good funding with translation and localization, so voice acting wasn't prioritized, resulting in grabbing people off the street in Singapore rather than getting big names.
From what I could tell last I played it, Legend of the Dragoon could be an example of bad funding.
