Chasers and heartless are 2 completely different things. We do not know what the chasers's goal is. So we can't say that they stalk the Keyblade.

That whole Xehanort thing was just him thinking. In the Kingdom Hearts's Ansem reports it states that Xehanort wants to know more about the Keyblade. It said nothing about him actually having or even using a Keyblade.

Note: although it said Ansem caused heartless, the creature in the hidden scene that dissapears has a Nobodyish design, it looks like the dragon nobody.
