Nitpick: Vexen should be noticeably taller than Xemnas and Marluxia, with Marly being the shortest of the three. But here they're roughly the same height.

Consider the point in time from when the Nort-Bus nabbed Vanitas' heart.
After Ventus destroyed the Proto-X-blade in the finale of BBS and fully rejected the attempted fusion with Vanitas his heart was gravely damaged and was allowed refuge in Sora's heart to heal.
Since Vanitas' heart was part of that X-blade too it stands to reason that it was just as damaged as Ven's.
Instead of Sora though it was the time-traveling Young Xehanort who gave Vanitas' damaged heart "refuge" at least until Team Nort could finally stuff that wrecked heart into a Replica body prepared for it (which would be right during or after the finale of DDD).
Unlike Ven who was allowed to heal with Sora, Vanitas remained damaged and needed the negative emotion siphoned from Monstropolis to reconstruct his heart because Xehanort certainly won't see a need to actually heal it.
As Marluxia says in KH III, to Xehanort it only matters that he has enough vessels who are stable enough to fulfill their purpose by producing one piece of the X-blade for him by clashing with a Guardian of Light once.
Vanitas' heart being semi-stabilized by collected negative energy and/or a Nort-piece would be sufficient enough for that.
Vanitas' heart being from the past also partly explains why his behaviour is so similar to how he acted in BBS...because the most important part of him actually IS from BBS.

Q: The end part of the story, where all of the characters from both the allies' side and enemies' side were gathered in the Keyblade Graveyard, was incredible.
A: Fans all have different favorite characters, so I thought I should give each of them their own time to shine, but because the amount of things needed to be explained was too large, I had to find a way to have Sora move forward, at the very least. Actually, when the scenarios were being written, the Keyblade Graveyard part was the most difficult. If I focused on each character at a time, the progression of events would be quite slow, and the battles involving Sora were necessary to be shown, so making allowances for everything was difficult. The way I imagined it, all of the characters tied to each other should fight in order and put an end to everything [themselves], but if I did that, the explanations would end up being too long. On the other hand, if I made the enemies you can battle only a few people, and showed the rest via cutscene, that wouldn't have been very satisfying. After worrying about it quite a lot, with a certain intention in mind, I placed the emphasis on the pacing, and the way the plot unfolded was able to be brought to life.

Right, for some reason when I saw he was from the past, I just assumed it was from before his fight with Ven, but yeah it'd make more sense for him to be from after the fight. This way everything still falls in place, nicely.
If KH3Ds rule of the defeated time travelers being sent holds true, this might mean a more stable and strong heart of Vanitas was went back and might haunt us once more. Given he finds a vessel or manages to make another one for himself.
Well it's good to know that Nomura at least was aware that every character has their fans, too bad he didnt execute on the moment to shine idea he mentioned.
Or at least i hope he didn't, because if he did go for giving them all a moment to shine it didnt come through in the final prodduct.

Heck. Demyx shined more than any of the heroes. Roxas wouldn't even be able to return if he didn't sneak a replica to Ienzo.I'm totally on the same bandwagon here.
Everyone getting their moment to shine didn't really come through in the final product indeed, or if I have missed something someone correct me.
As far as I've seen every major success and every resolution was either directly done by Sora or enabled by Sora, none of the other characters were allowed to succeed on their own merits with their own skills.
Riku and Mickey when it comes to saving Aqua were the most blatant, but the others are there too.
For the "moments to shine" the only ones apart from Sora I can remember who did get such a moment were Roxas and Terra, with the latter also only due to assistance from Sora.
Naminé might count with summoning the Lingering Will but that's an optional part which also happens largely off-screen.
What’s funny about Kairi’s shafting to me is that it was so EASY to have it go some other way. How about Kairi as your party member throughout your exploring Keyblade Graveyard, alongside you with the Org 13 and Terranort fights in addition to Mickey, Riku, Aqua, etc. Witnessing the wayfinder and ice cream-obsessed trios reuniting, helping Riku and Mickey alongside Sora. All this and THEN she can get taken away by Xemnas at the last one. That way, Sora and Kairi spend the needed quality together as a battle couple, Kairi gets to “shineâ€, making it more devastating when she’s taken rather than, well, merely laughable and annoying.
It was so easy to come up with that option on the fly that it’s obvious that direction was deliberately avoided.
