I did this to level up my drives:
go to emperors room in land of dragons transform in any drive form defeat the enemies in the hall after the emperors room and when you have 1 or 2 bars left from youre transformation return to the save point in the drive form and go to the world map then when youreturn you will have the drive filled again.
