Well that does make sense with KH1, but the US version and the JP version of KH2 are the same, well except for some censorship.

Well since the first game was re-released in Japan with additional content there was much speculation as to whether or not SE would do the same with KH2.
Because of the demand from fans, SE did make an FM version of KH2 and since the first FM was only for Japan then it would only make sense to release the second one in Japan also.

I agree. I think I saw something online that was a petition to SE for FM2 to get to NA.
