Org. cards

Hey i have a question. Yesterday in hollow bastion in Re:com i got a key to rewards card. I then went to wonderland to try to get the xemnas card. All i got was the slieght synchro. I turned my game off and then went to traverse town to try to get saix. All i got was a lionheart card. I have a KHII file. Do i have to complete sora's story to get the org. cards?

Yes. you have to beat Sora's Story. to get them.
