The dream eater shop never opens in traverse town DLC? perhaps?

like stated in the title the dream eater shop is closed even after completion does somebody now how it opens or does it not even excist? or is it dlc or maybe does it sell the dream eaters from your previous game or something

well in traverse town if you have the demo u can also see it i though it was going to open if you made some progress in the game, it's in the fourth district west in the middle of the map.

i thought that becuase it was blocked with a little barricade

Where is it established that it's an official location and not just there for decor?
