It looks like that to me because Riku was never really evil. He wanted to stay in the darkness to help his friends. That makes perfect sense to me.

He meant saying in the Dark Realm, probably to deal with the Heartless and other threats before they got to the light realm
like since one side was defended they should defend the other side
