Well some of us here actually watched BLoSC.

not the same setting, not the same character. Zurg was buttmonkey-fied in Toy Story 2, so it'd be really dumb for KH to say 'no, he's BADASS now'. I would have adored a Zurg cameo or miniboss, but he's just not gonna cut it as the driving antagonist. he's just not that guy.
