The name flails/flailers only surfaced once as far as I know, which makes me doubt that it's an official name.
As far as the teardrop/bat Heartless goes, I've personally only seen them in Expert Mode. But since you have to brighten your TV to get a decent look at them, I may have just overlooked them on normal. Out of curiosity, are those Heartless the ones that are shooting lasers at you during the fight? I've never bothered to get that close to Ansem or the Heartless when the lasers are firing.
