Penance/Nemesis is an extra boss on FFX. Here's how you fight him:

After all the Dark Aeons have been defeated, Penance will appear in the calm lands, he will float up into the sky and will be a selectable location. After you select him, you will have to fight him on the airship.

And that's all there is to it...other than the challenge of defeating all the Dark Aeons
