On November 6th, Square Enix announced that Kingdom Hearts Union X would be withdrawn from Belgium due to the uncertain legal status of “loot boxes” under Belgian law. This caused many questions about whether Belgium fans who played Kingdom Hearts Union X would be able to get the Starlight Keyblade in Kingdom Hearts III.
Square Enix have updated one of the Union X notices to address the Starlight Keyblade issues:
We will be ensuring that players who meet the requirements for receiving the Starlight Keyblade and who will be impacted by the delisting of KINGDOM HEARTS Union χ[Cross] from the Belgian Google Play Store and iOS App Store will have the opportunity to receive their codes before the app is no longer available on the respective Belgian store pages. An announcement will be made once the details have been finalized. We extend our sincere apologies for the inconvenience and thank you for your patience and understanding.
On November 6th, we reached out to Square Enix for a comment on the Keyblade's availability for Belgium fans but did not recieve a response. We are glad that Belgium fans will be able to get this reward.

UX's service is being ended in Belgium due to SE complying with their gambling laws, so they will not be able to play the game at all anymore. That includes anything available in X[tres]. Global plans to make it possible for players in Belgium to get access to the Starlight code before the service ends.
