How do you get Ansem Report 13?

Ansem Report 13 has nothing to do with Dusk. All it talks about are Shells.

I think that the 'Enigmatic Man'/Unknown you fight in FM is related to shells.

Also he is not in CoM and is returning in KH2. He's the Unknown in the middle of the 5 at HB.

Do you get Ansem reports 11 and 12 in KH1 ?
