To be fair, we don't know if it was the same person who wrote the second message. It's not written in a first person perspective.

But, yeah, as I said, 14th writing it really wouldn't make sense.

The fact there is a second message kind of implies it wasn't written.

I think it'd make sense, since Aqua is the 14th (I don't care if its not 100 percent confirmed. Screw anyone who points that out) and was talking about something BBS related.
I just want a common factor between all three games, and Aqua seems the most likely one.
At least we know she links BBS and 358/2 together.
