I don't know if this has been posted b4 but on the japenese kh2 website they have added the XIII order in the character page and the enigmatic man is number 13

They haven't updated the Japanese site yet. I just checked it and it's just an Unknown.

The same will go for the 13th person. That hasn't been revealed yet. But it's likely that Ansem will be the Superior now that we know he is in the game.
