I really don't see any possibe way MX could be good when he tried to start up another Keyblade war, took control of another person and extracted the darkness from somebody to make a new apprentice.
Xehanort is in no way any "good", the lives of others mean absolutely nothing to him. He only cares for destroying the universe and remake it into his image.
People are putting way too much emphasis on three sentences in the Xehanort reports.
When he talks about "bringing balance" he is
lying.

First and foremost, MX wasn't the cliched "dark lord" that Ansem SoD and Xemnas were: he was basically a scientist. He wanted to start a new Keyblade War just to see what would happen.
And as I recall, he implied in his Secret Reports his beliefs that Light and Darkness needed to be balanced equally. This is the biggie that differs him from the likes of Eraqus, who firmly believed in abolishing Darkness completely, and Maleficent, who wanted to rule the universe in eternal darkness. However, the problem was that Xehanort lost his way through out his years and succumbed to the Darkness through his curiosity.
The acts that he committed in BBS were in the name of his twisted vision of science, and his morality long since thrown out the window. Thus, MX started out with good intentions, but his recklessness (i.e. refraining from wearing his Keyblade Armor through out his travels, thus exposing himself to Darkness countless times over many long years) overtook him and caused the events of BBS.
Xehanort is neither a dark lord nor a scientist, he's more of a sadistic monster possibly paired with a god-complex.
He didn't just "discard" his morality, if watching closely during BBS he's actually
enjoying the misery and suffering he causes others.
Yeah, he started out as more "neutral" when he was young, but he descended into villainy way earlier than just BBS.
The flashback he has when arguing with Eraqus (which most likely was even
before he found Ventus) already shows how far he had fallen.
His blabbering about bringing balance was just a flat out lie to entice Terra, as was nearly everything he said or claimed.
Even taking Ventus as an apprentice wasn't out of any sympathy or attachment from Xehanort's side...he was already looking for a suitable body to take over when he found Ven and originally intended to use the kid as such.
After a while he noticed that Ven was unsuitable for him because he's too kindhearted so he switched to use him for the X-blade.
Any good traits Xehanort might have possessed in his youth are already completely gone way before BBS even started.

Another question: What about Terra? What happened to his heart when Xehanort was divided (Ansem SoD and Xemnas)?
The question what happened to Terra is unanswerable for now.
How the powers, memories and hearts of Terra, Eraqus and Master Xehanort were divided between Ansem SoD and Xemnas is a mystery that actually was hinted by Nomura to play a role in the "next title" which most likely is DDD.
Actually since someone just said his name isnt Eraqus by default on of the people suffering who is connected to Sora. If Eraqus placedc his heart within Terra and then Terra is connected to Sora through Ven's heart then wouldn't he be one of the one's needed to be saved?
That may very likely be.
Ansem the Wise is also more or less "on the list" despite not being shown in the normal ending of Re: Coded.
In Blank Points he definitely also said Sora's name (as Aqua asked him he had to answer).
Eraqus didn't, but the simple fact that his heart went into Terra already implies there's more to him that is yet to be revealed.
The "official" list of the suffering people consists of six "beings" (can't say persons due to obvious reasons):
- Aqua
- Terra
- Ventus
- Naminé
- Xion
- Roxas
Ansem the Wise can be added as seventh more or less, so Eraqus
might be the eighth one despite him never calling out to Sora or appearing in the tormented memories in Re: Coded.
Yes, in theory he is. We don't know the state Eraqus' heart is in right now, though. Also another thing I'd like to note is that Nomura hinted in a interview Riku may be storing another Heart within his own. I need to find that interview.
Nomura got asked by the interviewer about if in the "darkness of Ansem SoD" that was once in Riku was a part of Terra which may now be inside Riku or something.

Nomura: That may be one reason, but if he somehow had some of Terra's memories, we can consider that it might be because he had laid eyes on Riku previously. In terms of the elements of Terra and Master Xehanort, I think the questions of how their power is related and divided, as well as who has whose memories and heart, will become a key to the story* after this one.

I suppose I agree with you, but Eraqus has got something about him, and I could believe Xehanort being good, well, to an extent.
Eraqus's views are/were warped to a certain degree so that his decisions were partly heavily biased and he was literally "blinded by light" so he didn't fully realize the whole picture.
Still not as bad as Xehanort, but also worse than Yen Sid, Mickey or Cinderella's fairy godmother, lol.
